What are the limits of the power of presidential pardon? Hypothetically, could trump not get one of his mates to introduce a bill to build the wall in congress, then announce publically he'll pardon anyone who murders a senator who votes against it? Pardons only work for federal crimes (so they can't pardon somebody tried and convicted of a state crime), and if he tried to do something like that, he'd be immediately impeached, and the American people would probably revolt.
Governors, on the other hand, can pardon people for state crimes in their state, but obviously not for federal crimes.

The idea is checks and balances of one another. The pardon is one such mechanism of that balance of power, allowing the executive branch to have a measure of control over the judicial branch (as well as legislative branch, to an extent). This is important, as the judicial branch is often the one least beholden to the other two. Depending on the circumstances of the crime, one could be charged in federal court, or a state court. For example, if you murder somebody in a national park, it's a federal crime. If you murder somebody in Detroit, it's a state crime.
