It was a pretty horrible speech, but Trump made it fairly clear that the main focus would be retaining companies in the by making it a beneficial environment for them. He said lower taxes and repealing non-sense regulations are his immediate goals. He then, said companies that do leave will be penalized. He said "we won't make it easy for them".
