I don't think so. The government can still push the green bus option for the pockets around Damascus and Homs, which would allow them to withdraw resources from those areas and commit them else where. As such I think they will focus on pressuring pockets to collapse while also pushing toward Al Bab in order to cut off the Turkish advance and the supply lines of ISIS. The area around Palmyra probably follow Al Bab. Idlib will be of little concern so long as they can keep it walled off from the rest of Syria. However they will most likely push Idlib before making a big push east.
