the most obvious (first) solution is the introduction of a carbon tax. It's been recognized by even mainstream economists, that this would be by far the easiest one, since it would at least internalize the costs done by companies using fossil fuels instead of externalizing it on all of society. And there is actually a clear majority of US citizens in favor of a carbon tax, even though the coverage in the media is universally negative.
