The thing is Russia has very low tobacco tax and murrika has it very high. So if you ship a large box of cigs for 2$ a pack and start re-selling them in murrika this will be pretty much illegal.

Lots of people on most wanted lists were people who imported and sold cigarettes tax free. It's one of the most serious crimes there is. There are loads of sites you can buy them from, you just might have to pay import taxes so it's a risk.
