This may very well be the case. That doesn't change the fact that once the situation is such that private companies can be established, legalization MUST occur in order to prevent an eventual resurgence of cartels.

Duterte's methods are sound. But declaring it a war on drugs, rather than a war on illegal drug-dealing gangs, is not solving the fundamental problem. Without legalization, drug-funded organized crime will never stop.
