The "tour of duty" concept was introduced in wwii because it was found that putting people in frontline service indefinitely would either drive them insane or result in in them leaving duty through injury or death. The Vietnam war required massive numbers of conscripts because made sure that everyone did their year and left. But these kinds of numbers are hard to get in a volunteer force. By instituting stop loss and making several tours of duty commonplace the entire purpose of tour of duty was sabotaged.

Quite frankly, being a soldier sucks, even to the most easily sated adrenaline junkies. It's a souless field of work that requires a lot of work with very little payout in the end. But unlike any other career option, being a soldier is literally volunteered slavery that you can't quit once you've signed up. And like a lot of bad situations in life, suicide may be the only way out for many.
