The trouble with this one is probably unique to the USA. It might be something we share with Canada, but a leaf would have to confirm. The USA is huge. Each state is meant to be its own sovereign entity, much like each nation of Europe. The primary difference here being Europe has a history of international conflict, whereas USA has a history of (mostly) interstate cooperation. So the analogy of foreign policy is not a good analogy. The foreign conflicts we endure are mostly so much farther away as to be not worth consideration. It would be like a Finn obsessing over the habbenings of Madagascar. Do you really give a shit? Probably not.
