Apparently since you can buy off roster handguns on the private market they are not really banned, even though you can't bring guns into the state with the intent to sell them, and the market is so small it is inconsequential.

even if you do register it all you have to tell them when they come for it is you sold it out of state or gave it to a relative out of state - we just can't give it or pass it on after death to relatives inside the state. I personally think it'd be too much of a hassle to confiscate. Especially if a proposition is passed that they will confiscate after say 1 January, so many people are going to call in police reports that their guns were stolen (so they won't bother to come to confiscate) the police are going to realize it's a ruse and be pissed off their officers are wasting time on bogus firearm thefts.
