No, black populations have lower average iq. This type of data can be extremely misleading. You could be polling over goat farmers, tribesmen, city dwelders, and college students. Distribution by race tends to misrepresent populations, and people make the erroneous assumption that aggregate data applies to individuals. It only applies to populations.

Yes, they are. If a white or asian person exhibited low-IQ behavior, such as shooting someone over $10, they'd be considered retarded/mentally ill and locked up.
