No, I don't think that's true. Trump has created a cult of personality and has connections all over the ruling class. This election shifted power from one faction to another. If by 'government' you literally mean 'government' and not 'system of control' then yeah, Trump seems in favor of easing regulations, which is great, but at the same time he's a powerful member of the propertied class who benefits his business (even if he separates himself from the Trump brand to quite a few degrees) and more importantly other massive corporate entities that abuse the anarcho-tyrannical market system currently in place by easing those regulations.
