Isis fronts dont work that way. They are basically independant from each other and are given almost total freedom in when how and where they can attack.
"Central command" basically doesnt exist in ISIS.
This makes isis combat units very quick to adapt and react and very flexible.
On the otherhand SAA is a very centralized army and lower officers need permission from higher ups to do anything. This makes SAA very inflexible and slow to reach againts more mobile and flexible(although smaller and outgunned) isis units
