Pretty much all these spots are already known by Fire Departments, Building Inspectors, Police, etc. Unless they get a court order (Similar to a warrant) they cannot do anything to force their way in to perform an inspection/take action. Remember that a business has to be "handicap accessible" meaning a person in a wheelchair could enter easily without assistance such as lifting. You can get any business shut down if they have steps leading to the door without a ramp to accommodate wheelchair users. in a lot of places eviction is a long process and it goes to civil court, which means they can't always be arrested.
and in a lot of places squatters have the right to declare that they own the property if they've been there long enough with out anyone doing anything (usually 7 years)

the idea is if you live on and maintain a property for a long period of time the owner has essentially abandoned it. it's a lot like homesteading laws in the old west.
so if you're there for 6 months and the owner finally evicts you you get to contend in court that the owner has abandoned the property.
keep in mind these are usually derelict buildings that the owners have effectively abandoned because the cheapest option is to keep the property tax low rather than refurbish or demolish a building in an undesireable area.
