Firemen can focus on surrounding buildings and ensure only the art place burns, and can declare places uninhabitable even if the fire wasn't that bad. This way we can have the place demolished even after a minor fire. Additionally, we can refuse to certify new locations as in compliance and can fail new places at any time.
Joining the local FD in your area is likely easy and very rewarding.
