Hate to say it, but if these homes are owned by mortgage companies and banks that are just sitting on them, surely they can strike a deal and put those homes to use. 1. those homes are not where the jobs are. 2. many of those homes (specifically wooden ones) have rotted away completely or are unsalvagable. 3. of the ones that are fixable, it would cost more than building a new structure. 4. utility lines have to be rebuilt, this is a huge problem in places like Detroit or Flint

If I were a landlord in that situation, I'd rather "rent" my home out to a responsible tenant with good references for something super nominal, like just pay the utilities and do maintenance (I'd provide materials for work needed.) One year lease, keep trying to get a job/do stuff to make money etc. Any situation has possible issues, but one thing i know is that occupied properties with safe tenants survive better than empty or abandoned properties. You do NOT want squatters or homeless. Even a low-grade tenant will just bang the place up a little, but homeless people and/or squatters will literally shit all over it and likely burn it down.
Tenants are anti-blight and if you are doing a good deed too, no problem.
It's been a long time since I was a landlord though and I suspect that the core problem keeping landlords from doing this probably has to do with tax loopholes making it not worth getting tenants. Empty properties which can't be rented may get you can get a bigger tax writeoff than you'd bring in charging minimal or no rent.

Oh and plus there are absentee landlords. Where I live, a fuckton of mainland Chinks bought up as much as possible during the depths of the recession. They let a lot of their properties sit, for whatever reason. Some just hold them because the land is all they are interested in and they don't care what happens to the structures on it. They're just letting things ride whilst they hide their money from the commie government over there.
Properties being held by banks is another huge issue. Banks don't give a shit about the communities they ruin--they ought to, as bringing down property values in a neighborhood will devalue the properties they've seized too, but they are not sensible. Or at least they don't care about the millions, only the billions. A few repo'd houses are small fry, they won't even expend one employee's worth to deal with them responsibly.
In my town, there were a shit ton of repo'd houses aka foreclosures from about 2009-2012. They just fucking sat. The city had to put together lawsuits against banks like Wells Fargo and groups of citizens with pull sued them too. Or resorted to literal harassment--we would get retired folks, stay-at-home moms, disabled folks, unemployed peeps, work-from-home types etc. to sit on the phone all day calling and calling and calling and just giving bank people shit. We'd get passed around like a hot potato but took notes and would always call again and track down managers, supervisors etc.
Through persistence we managed to at least get some homes cleaned and boarded up securely--with metal plates, wood wasn't enough against the savages out there--or even rented or put on the market and sold to real people. Man did we have to get bitchy though. I hate banks so fucking much.
