Honestly Africa would do well with an outside force, hear me out:

Most of Africa is doing fine. I'd rather live in Gaborone or Windhoek than some of the poorer parts of Wales or Northern Ireland.
The only parts of Africa that aren't doing well are Zimbabwe, South Africa, some countries in West Africa, the Sudans, Libya, Egypt, the Congos, CAR, the Sahelian states and Somalia.
That leaves it like 50/50, but still.
