It's not a meme, and I don't you understand what it means.
Duterte is already cutting military ties with America, stating that he doesn't want American bases within Filipino borders or drills with them, just stated that he won't miss American aid, cancelled purchasing American weapons for Russian ones, and has ignored America's advice with dealing with the Chinese by negotiating with them.
What more does he need to do to tell Americans he does not want to ally with America? It's a good thing that America is dropping its support for the Philippines. Filipinos and Americans don't even like each other, especially the comments I see here about Filipinos. America doesn't have the money to keep aiding developing countries, and the Philippines desires to be more independent and separate from its former colonial rulers, accepting American separation, economically and military wise.
What the hell is the problem then? Both parties don't like each other and want to separate. Then let it happen.
