Locking them up for long periods of time and not caring too much about their condition, and if they reoffend then lock them up permanently. At the moment they are treated like kids. Oh, I most certainly agree. Though on rail I'm found of a government-owned but managed-as-private and for-profit "British Rail plc" with some public-service-obligations, and electricity seems a sufficiently "national" infrastructure to have under state ownership.
Naturally, moves away from foreign ownership are the main issue - with arguments about domestic ownership division being more academic. (Though in the case of BR plc, if we can't have it nationalised I'd still like it as a single railway company like the now privatised Japan Railways, instead of as the current divided service. This was the preferred route of BRs pre-privatisation management.)

I've thought in the past that upon leaving prison, prisoners should perhaps be given an official alibi by government to explain why they have been absent from society for the past however many years. Sort of like how in a witness protecton program you are given a whole new identity. This would enable the ex-con to basically start a new life afresh. Problem is it might be very expensive, bureaucratic and unworkable.
This is of course based on the idea that once you have served your time, your past is your past and you should be able to return to normality.
