There were a large number of Jews in the Soviet government and in the families of Soviet government officials, far higher than you'd expect from their percentage of the population. Look at the first Politburo, for example. Trotsky, Zinoviev, Kamenev, and Sokolnikov were all Jewish. Stalin, Bubnov, Krestinsky, and Lenin were not. 50%, that's a ridiculously high number for such a small ethnic minority.
