That's because the positions have been negotiated with Russia (/Iran) prior to these meetings. Russia and Iran can't negotiate and make agreements that Assad doesn't agree to because he can torpedo them on the ground if he so chooses.
However since Turkey etc do not accept negotiations with Assad directly, Syria can not be brought to the actual table.
