I was reading a piece about why that retreated happened basically when the Army pushed towards the main hospital in Mosul IS only fired back lightly giving the impression that there was little to no defense however it was just a ruse. The Iraqis sought to use the momentum to push further and so they did capturing the Central Hospital however when they took position inside the hospital hundreds of ISIS fighters started pouring out from around them, a Golden division unit then had to clear a path out for the Army unit held up in the hospital.
It was a stupid move but I don't expect better from the Iraqis, Turks on the other hand

I have to say that tanks are quickly starting to become irrelevant in these type of environments anyhow. They are much too easy to destroy and too slow to move away from dangerous positions.
Modern armies have a hell of a time fighting forces like IS/Nusra when they dig in at random positions around these towns in a very decentralized way.
That said the Turkish way of having the tanks on the hill as bullseyes was particularly stupid. Most likely a result of Erdogan's purges rather than NATO strategies (I hope...)

Tanks are still very relevant, like any crew-served system it completely depends on the crew. Tanks can bring a great deal of firepower to bear wherever its needed, and are also versatile enough to rip down walls, provide cover, etc.. etc...
That said the moto movement without fire is suicide, fire without movement is a waste of ammo applies for tanks too. Tanks without infantry are greater liabilities than assets in a city.
