Having a more powerful military and better access to powerful weaponry can only increase our ability to influence other countries and thus is a net positive for us; and right now is a perfect time to stockpile. Russia is the only other country uncucked enough to build more nukes and they're poor as fuck, the US has the ability to amass a nuclear stockpile so massive that the entire world will be unable to even pretend to have the ability to retaliate if it ever came to nuclear war.
Strenghtening and expanding nuclear capability has a lot more into it than just growing the number of warheads. You can build a more powerful nuclear arsenal even if you reduce the amount of actual payload.
