not necessarily true - the output of 1 could be less than the input of 1, but the net input of 1 would be its raw input - output. so there is a scenario where 1 has a greater input than output and 3 fills first. that depends on what you call full. if the mark for "full" is below the tube in 4, then 3 or 1 get full first.
