The issue is that they don't just do what they do - they encourage others to do it as well. By accepting homosexuality, society makes it so that people who otherwise would've steered clear of it (like "bisexuals" or men who do it on the down low) instead engage in the evil.
The message needs to be that homosexuality is the perversion that it is - it must be criminalized or it will be normalized.
