No he didn't his daughter dated jews and he used jews as his right hand men in various soviet states. Genrikh Yagoda was Stalins officer in charge of carrying out the Holodomor against Ukrainians and many of the red army spies were jewish as jews could be trusted to be anti-fascist more than anyone else.
Similarly as Stalin is a foreigner of Russia, he would not trust actual Russians too much and ensure nationalism was subverted.
