If I had to make a guess, and a complete guess about what's going on over there, I'd say it's some sort of installation for people to live at. All they would need is an energy source to keep the facility heated for the foreseeable future (easy enough) and the rest would be easy.
My reasoning? Overpopulation is spiralling out of control. Seems prudent that some high impact method is going to be used to reverse that and give the planet a reasonable population again.
