Because in the States there is a very real chance of any criminal carrying a loaded firearm and using it against you, the cops naturally need to be more on edge and ready to use force. That being said there is still room for improvement in how US cops should handle things and I do believe that there is a lot of cops who would jump at the chance to shoot someone.

Not even remotely true. The vast majority of people who get into situations like this with the police are mentally ill, drunk or on drugs. The difference in the US approach is a result of pay and training for US police being so very poor and the debilitating effect of firearm possession during a physical confrontation.
A crook, nut case or splash-head in the US is not likely to be in possession of a firearm in the slightest. However once a policeman arrives he is one step away from firearm possession, which makes the cost/benefit of even going into close proximity with a suspect so terrible never mind getting into a wrestling match

Retention holsters have been standard for over 20 years now; It is virtually impossible for a criminal to wrestle a gun out of a retention holster without knowing the "code" of disarming the lock.
