There are 300 federal electoral districts and 96 senate seats. A majority of 199 is needed to win. The map shows the number of federal electoral districts in each state.
PRI - 225 total votes (165/60 district/senate votes) PAN - 67 total votes (55/12 district/senate votes) PRD - 104 total votes (80/24 district/senate votes)
These results do not include the 200 proportional congressional seats, nor the 32 at-large senate seats.
Mexico was pretty great before the Spaniards came desu. I don't know anything about Mexican politics but good luck.

It's actually both. A lot of people are willing to sell their vote in exchange for money or food. The rest have little to no interest in politics and vote PRI since they have grown used to them.

Mexico should form a caste system. It worked really well for India, they functioned as a prosperous and even powerful multi-racial society for thousands of years. Even now, the only reason the streets are full of shit is because of a slow abandonment of the caste system, in traditional India the untouchables would have been put in their place.
