Actually it's extremely dependent on the local economy. A nationwide increase in minimum wage would be a disaster, economically. The local economies that would benefit from such an arrangement would be dwarfed by the economies that would hurt very badly from it.

The tent cities are usually around streams or viaducts surrounded by trees but not always. In Portland from the freeway you can accasionally see makeshift tents in the woods up a hill or two. I'll try to take some pics the next time I'm there.
