Regarding engineering and logistics, it's possible. But as far as infrastructure spending goes he has to go through the same old deficit hawks.
There's also the issue that immigration flows are back at 1961 levels. The flows are actually going the other way, there are more mexicans leaving the US than entering now. So he plans to build a wall to stop something that might not even exist anymore.
