Visa requirements can be changed but that aside, illegal immigration has multiple causes and we will have to deploy multiple solutions to significantly reduce it. This includes a physical barrier to reduce (nothing will completely eliminate) illegal entry. Visa overstays is a legitimate problem and must be addressed but its existence doesn't magically eliminate the usefulness of a wall reducing illegal border crossing.
