The PDF is the oppo research compiled by that ex-MI6 source for both the anti-Trump Republicans and the Democrats. None of them ran with it because it was full of shit.
It's not an intelligence report and, despite many attempts by many different people and organizations, none of it has been verified. CNN just thought it would have more credibility because of ex-MI6 and because it went through McCain (who also didn't want to give it any credit). McCain was part of the anti-Trump Republican opposition.
CNN got desperate, Buzzfeed latched onto it like cancer.

Obama and Trump were briefed on them last week. We're not sure how long intelligence officials had their hands on them prior.
There is good reason to believe that at this current stage, intelligence officials are basically being used as political tools by the outgoing Obama administration. The FBI and CIA have been clearly playing partisan politics for awhile now.
It was most likely that the intelligence officials simply told the two of the document and that it may come out, as just to prepare for it.

There's a 2 page synopsis and a 35 page pdf (synopsis included). Both were put together by the MI6 guy. Until now, only the information from the synopsis was made public. But Buzzfeed released the whole report because somebody leaked it to them, and that's what's causing the controversy. It details exactly how Trump was compromised, rather than just vague speculation.
