China was "Communist" for several decades during which 50 million of them starved to death. Then free market reforms were implemented in the 70s and immediately the Chinese economy began soaring.

Each of the members of Politburo are chosen by their departments or provinces, where they originally advanced from junior members. There's some actual voting and campaigning at this level.

The junior members are chosen by a meritocracy of sorts. Basically, we have a state exam called the gaokao which covers math, science, etc. If you score very well, you become eligible to become a public servant.

So its basically the return of the dynastic bureaucracy.

China is basically the same as Iran or Saudi Arabia or something at this point. An oligarchy. The modern Chinese economy doesn't resemble communism in any possible sense of the word.

Communism went into the socialist transition state meant to later go to communism. However, while in that socialist state 50 million of them starved. They also conveniently destroyed their culture while they were at it. They've stopped doing that since then, and they're kind of recovering. Granted, the cultural artifacts and history can't be recovered, and now they've got a male:female ratio that just ain't gonna work, but at least they're not literally starving.
