You only got private providers, which means there is no public fund everyone pays in, yes. But healthcare is still mmadatory by law and costs will be covered for citizens if you cannot pay them. Plus insurances are heavily regulated, e.g. cannot deny contract. From an american point of view thats still an improved form of Obamacare which is already seen as public healthcare.
