That's not really fair to the Republicans. Bush had two wars to deal with (admittedly, one of those was a mistake) as well as an economic crash that had nothing to do with him. Also, didn't the Republicans control the Senate for a significant chunk of Clinton's presidency? Newt Gingrich, the "Pact with America", rise of the religious right, all that stuff?

I think it has more to do with the Cold War really taking off in the 50s, then welfare programs being instituted in the 60s....there really hasn't been a good opportunity to balance the budget since Eisenhower except during Clinton's presidency, when the country demobilized and experienced an economic boom. Give us a Republican President throughout the 90s and he still balances the budget, give us a Democratic President in the 2000s and he fails to balance the budget.
Do you have this same chart showing control of Congress? I think that would be more relevant, since there's only so much a President can do without Congress passing the laws and allocating funds to different federal departments.

He was neither brave enough to make peace with the Iraqis, nor was he brave enough to make war and depose Saddam. Bill Clinton's policy toward Iraq was the worst of both worlds.
