I've heard this as well, but it still doesn't touch on the general order thing. The existence of an efficient police and judicial system discourages other people to rob you or to scam you. By existing inside the society you use it's public services. It is because the state asks for payment for the services it has been providing protection to you in the period of time between your last payment and the current bill. Your refusal to pay can be countered by the state by it's refusal to provide you the protection that i've explained above, only by retracting your citizenship and expelling you out of its teritory. The state is generous to only throw you in jail.

so with that in mind the government needs to at least have executive/military, as well as legislative, judiciary (& maybe police ).
second a nation needs borders to define geographically where our law starts and ends.
enforcing the laws and principles of liberty within our borders should be just enough. everything else can be left to the free market.
