Actually, the government doesn't build, maintain and expand shit. They serve as a 'middle man' and just find some company to have contracts with.

Government can subsidize and take some losses for example, It just means the internet gets cheaper.

Unless you can travel to parallel universe where the internet infrastructure didn't got expanded by private companies, you can't really be sure about that

By the same logic you wouldn't know what would happen either if your government kept its internet and tried to make a business out of it.

When the government keeps the business, you can be sure the money stays in your country.
When it's private though, it's going to be bought up by some capital fond in some tax haven, and money will stream out of your country.

Actually they can just purchase the maintainence companies and then they are government too.

You keep saying it's cheaper, but what's really cheap is the East European countries, their internet is not subject to greedy American banks jacking up pricing, so their internets will always be cheaper than ours and yours.
