It's not that odd. Kurds have been capturing shitty little villages along the countryside. The same thing happened with Turks at the start of Euphrates Shield, ISIS basically handed over all that land because it wasn't valuable or defensible. Al Bab on the other hand is extremely important because it is the last proper stronghold on the road to Raqqa.
The Palmyra part I don't understand either though. Diverting manpower there is indeed odd, though considering how successful it was maybe they saw a weakness and exploited it.
