It didn't quite happen like this. It's actually far worse. CIA and intelligence officers had no idea what was going on the ground in Syria. They just wanted Assad gone.
Bunch of western powers group up in secret meetings and say they want to overthrow Assad. They are told they can pump the country with soldiers and weapons and freedom fighters woudl do the job.
They didn't realize that ISIS was the 400lb gorilla in the country. They didn't realize that all these smaller groups would cave and solidify into this horrible Islamic movement.
Don't ever give the CIA or the NSA the benefit of the doubt that they would ever be competent enough to actually create ISIS from the ground up. It was blowback bullshit as usual. They have no idea what they are doing and made the problem worse as a result.

Created is simplistic and a bit of a stretch. It's more accurate to say these groups were identified in their infancy, and rather than squashing the CIA/Mossad/etc nurtured them with millions of dollars, weapons, and military assistance for years and years.
Some of the wikileaks stuff spells it all out quite clearly. Also a big reason these groups are so easily discovered is because many of them belong to our great ally Saudi Arabia. There is a real partnership going on with these things.

General Petraeus in charge of the 2006 troop surge in iraq was in charge of the massive increase of troops and funding.
His primary goal was to secure iraq, he did so with inreased manpower, also by simply paying hostile sunni militias (including al queda) to keep the peace, and to self-police their communities. In the process Petraeus necessarily developed intelligence assets in country which he used to help direct strikes against sunnis that wouldnt be bought out in country.
Petraeus was moved to head of CIA during obama's first term. Obama rebrands radical sunni's to isis. We openly fund "non-radical sunni's" fighting in the region, weapons seem to always end up in the hands of isis.

Following the announcement of troop withdrawal in Iraq, Maliki (Iraq PM, also a Shiite Muslim) was getting too friendly with Iran. CIA and Mossad cooked up a plan to train Sunni insurgents to cause trouble (assassination of random Shiites and Revolutionary Guard agents, bombings, etc). Bagdadi (originally a local mercenary hired to protect US contractors) was recruited for this role. This was intended to bring Maliki back into the fold and make sure Iraq remained friendly for US business interests. Initially, it worked, but then somewhere along the line, they lost control. And now we have ISIS. There is still a bit of control left in that they managed to get them involved in Syria, but for the most part, they act on their own.
