The IRA never formally recognised anyone unless they were Active Service Unit members (of which there was only around 200-250 men at any one time in the whole of NI) i.e. literally had to be a gunman/bomber.

There were 1000s of people working for the IRA of course......lookouts, bag holders, raising money, lawyers, bankers etc but they were considered "civilians" by the IRA and would not receive a military funeral etc.

Probably worked the same way for both sides. That's why the numbers on the troubles are all bullshit and we'll never know the real picture.
