VERY good question. Back around year 2000 and even before, we suspected that here for example. Too much organized, very successful fear tactics (basically what I'm writing about). Someone go to school, ten guys waiting outside etc. Always good private info about you on their websites; names, addresses. Same with your girlfriend.
But it tuned out they only had their own people working for the police, not that police would actively help them. I suspect if they are rather effective in Spain it is mostly because of this.
One word. Friends. You need to build it around your people you know for years and know they are dependable. And then they "recruit" from the best of their friends and few times around that. You don't need more than 30-50 good, mature people.
