It's about 100 pages and I haven't quite finished but essentially the decision was made that since leaving the EU changes the legal landscape of the UK, then it requires an act of Parliament, since this the only way law can change; it cannot be done through executive prerogative of the government.

This has a good assessment on the political side of things of why it will happen.

Basically, if anyone is claiming that Brexit can be stopped because of this, they are being delusional. Even if MPs vote to stop Brexit, then an election will essentially be referendum no 2 on the matter and MPs who voted against Brexit will almost all be BTFO (I am sure there are some strongholds in London and similar that would keep their MPs regardless because of cucks). Then the new government will get Brexit done anyway.
