Because it is literally the application of law to private industry in order to prevent isp's from limiting or allowing more traffic to certain sites/apps/whatever.

ISP's are a private industry last I checked.

Net neutrality is only relevant to ISP's, not the general concept of the internet. I honestly don't know about Germany, but in the US, ISP's are privately owned. If you get your internet service from the government then I guess that's a different story, but that isn't the case in the US.

I'm not saying that ISP's should throttle traffic or restrict usage, I'm saying that the government shouldn't make it illegal to do so if they want to.

You are essentially making the same argument as any socialist/communist who ignorantly bashes the concept of free market capitalism, which is "if the government doesn't force companies to make quality products then they'll all just make shitty products that you have no choice but to buy." As has been evidenced time and time again, this isn't true.

What it boils down to is this: it isn't a good business decision to provide shitty service, but if an ISP wants to, there is no reason the government should say they can't.
