People literally born and bred to lead the country. No bureaucracy, monarch can enact policies immediately and be held ultimately accountable for them, no passing the buck to lower staffers, etc.

A meritocratic Utopia, the leaders being "The Light Congress" -- and all those who are for the Light.
Also, there wouldn't be a large centralized government but, rather, the people in all their numerous communities across the world would live by the principle of the "Ubuntu community".
Those numerous communities would, for the most part, govern themselves and perform in weekly volunteer work so, ultimately, everyone would have more free time and prosperity to seek happiness and freedom.
