With GPR of course, alongside the wall likely becoming a base of operations for border guarding and patrols, having GPR could easily detect if illegals were digging under the wall.
Perhaps other things could be done as well, but this is one sure fire way to ensure nobody digs underneath.

you can use sonar to listen for tunnel work / operation of rail cars n stuff, they would have a hard time hiding from these together, however mexico already has many tunnels into the USA, this will provoke trump to search for the tunnels and MAGA

The trick is to not destroy the tunnels. Leave them open and set traps so the Mexicans develop a fear of then. Flood them with water/acid, drop poisonous snakes into them, set a trip wire that activates an Indiana Jones style Boulder trap.
