Well you need to get new contracts too from countries and states, I'd imagine. So image matters in a way, so basically by building the wall I had the idea that they'd alienate some of their potential costumers.

But, because of a policy that ensures the gov. money gets distributed back into the civilian sector, most construction work is contracted out. Equipment and personel are essentially "rented out". Even if they don't get used, they still get paid for being accessible.
