That portion of the U.S. immigration law specifies Iraq and Syria, and other countries designated by another federal law restricting the export of technology to countries designated as state sponsors of terrorism, and other "countries or areas of concern" designated by the Secretary of Homeland Security. Those other countries being Iran, Sudan, Libya, Somalia, and Yemen.
So it's not as if Trump individually selected these countries. They had all been designated by prior laws and/or the decisions of other government officials.
