Think of it in law terms, there needs to be a precedent or an obvious reason as why a precedent can be set.
So Trump applies the ban based off of the precedent set by the previous government, they've already outlined the countries which can be "banned".
Now if a terrorist attack happens from a country outside that list, it gives Trump more of a justification for a sweeping ban -- opposed to if he had done it right off the bat, which may have been unsuccessful due to lack of precedent.
This means that either way he has fulfilled one of his campaign promises, a pause on muslim immigration until the vetting process can be scrutinised and potentially improved. Since it is likely he will re-run in 2020 (already registered himself as a nominee), he's already solidifying his platform as the president that keeps his promises to the public.
