Vetting doesn't really work since these invaders come from countries with little or no records, and they can easily get radicalized when they return home, and even the few "skilled" invaders only compete with Americans for jobs. There is literally no benefit for American citizens to let any of these invaders in, and plenty of reasons to ban them forever.
