look let me try to do this somewhat chronologically:
1. the gulenists first infiltrated the public sector( lawyers, attorneys, mayors , police chiefs, schools, universities, etc.) this will be important later 2. they began infiltrating the army through cheating, promoting each other and in some cases dismissing other soldiers for bogus medical conditions ( espacially pilots, which erdogan is now trying to get back) 3. they(gulenists) started the ergenekon and balyoz trials ( just google them), and eliminated the nationalists and kemalists from the higher ranks. these were the real bad asses of the tsk. western educated, secular and talented.(erdogan supported this heavily but did not start it) 4. the higher positions that were now open were filled by the gulenists. 5. erdogan then purged the gulenists.
of course there were talented gulenists among them that is why i said "not necessarily" but you see the idea here is that these were not primarily selected for being talented, they were selected for being gulenists.
